Encountered while taking a beach and town walk last weekend, it looks kind of like bamboo. A Google search did nothing to solve the mystery. Does anyone know what this is?

It looks like bamboo to me too, I'll see if I can see anything like in my big RHS garden book. What stunning colours. My ISP has been down a day so hence the delay.
